Although the Bush administration is extremely fond of crowing about how they've "made us safer" with their civil-liberty restrictions and their fearmongering, they are all-too-happy to completely ignore legitimate threats in favor of higher profile measures like forcing airline passengers to remove their shoes for inspection at airport security stations.
